Central Africa - A "Drugs" Training Programme

With technical advice from the World Health Organisation, the GPHF developed a training programme on drug purchasing for the "Preferential Trade Area" (PTA) at the beginning of the nineties. The objective of this project was a decisive improvement of drug supply in 18 African member countries of the PTA.

A field study realised in 1991 identified the causes of insufficient drug procurement:

  • inadequate planning of requirements, purchasing and financing;
  • lack of important market information as to the purchase of favourably priced drugs of perfect quality;
  • insufficient facilities for testing drug quality.

Based on the evaluation of the problems described, training documents focusing on the selection of suppliers, stock planning and requirements, the processing of tender transactions and quality assurance were drawn up. In addition, the government staff of the PTA member countries in charge of drug procurement was appropriately trained in seminars.
